Mission Statement

The mission of the Planning Department is the protection of life, health, property, and public welfare through effective administration and enforcement of the development regulations. In accomplishing this mission, we strive to maintain the highest level of fairness, professionalism, and ethical conduct toward the citizens of Archuleta County.

Description

The Planning Department facilitates community and economic development while protecting the health, safety, and general welfare of present and future residents of Archuleta County. The Planning Department is responsible for supporting and implementing the County’s Community Plan through regulations provided in the Archuleta County Land Use Regulations. Planning Department personnel consists of the Planning Manager and two Staff Planners.

Core Services

  • Work with Planning Commission to implement the Archuleta County Community Plan.
  • Administer the Archuleta County Land Use Regulations, including zoning, subdivision, mining, and floodplain regulations.
  • Provide guidance to property owners and neighbors through permitting processes.
  • Process and review all applications for subdivision platting and land use permitting for unincorporated Archuleta County.
  • Maintain familiarity with national and state legislation, court cases and best management practices in land development.

2023 Accomplishments

  • Implemented new regulations regarding Affordable Housing including tiny homes, tiny home villages, and density bonuses.
  • Submitted Archuleta County Commitment to State Officials to access Proposition 123 grant money through the end of 2026.
  • Worked with County Administrator and County Attorney to resolve written complaints regarding violations of the Land Use Regulations.
  • Added Planning Manager to staff to provide more direct oversight and management of all Planning work in the department.

2023 Challenges

  • Vacation Rental Software Vendor did not meet initial commitments, therefore additional time from staff was needed to bring them in line. This resulted in inefficiencies for the staff and the public.
  • Impacts due to new staff transition and training.

2024 Goals

  • Continue to improve our permit process by implementing online permit options for the public.
  • Work with Planning Commission and Board of County Commissioners to amend the Archuleta County Land Use Regulations to improve the regulations that promote economic development within the County.
  • Improve the skills of all staff to streamline procedures and improve review times.
  • Improve the effectiveness of all staff through outside training opportunities.
